Susan Weaver, MD

Susan Weaver, MD

President & Chief Executive Officer

Dr. Susan Weaver is the Chief Executive Officer at Kepro. 

Susan is a strategic business and clinical executive with more than 25 years of leadership experience in large health plans, health systems, and healthcare services companies. At Kepro, Susan is responsible for the overall operations, information and technology services, quality, market development and growth, as well as overall corporate strategy to achieve expected results. 

Susan most recently served as Chief Executive Officer for C3HealthcareRx, an innovative company providing in-home medication management and personalized pharmacy services. During her time as CEO, the company doubled in size with the addition of two pharmacies and the expansion of licensing to 13 states. In addition, Susan reorganized operations to deliver outcomes for a large national health plan and system to create a scalable, replicable model. 

Prior to her role at C3HealthcareRx, Susan served as the Chief Medical Officer for Blue Cross Blue Shield of North Carolina, the state’s largest insurer, where she led the company’s Health Delivery Redesign and Network Management divisions as well as Medical Policy, Medical expense strategy, disease management and wellness programs, network quality and performance, quality improvement accreditation, and appeals and grievances.  

Susan previously held various executive positions at WakeMed Health & Hospitals, including serving as the organization’s Executive Vice President of Medical Affairs and Physician Practices. She is also a founding member and former Executive Director of Alliance Medical Ministry, a not-for-profit organization providing a medical home to the working uninsured of Wake County, North Carolina.  

Susan received her bachelor of science degree in Psychology from Duke University, and her M.D. from Duke University School of Medicine. She completed her residency at Massachusetts General Hospital in Boston, Massachusetts and is board-certified in Internal Medicine and a fellow of the American College of Physicians.  

Benjamin C. Adams

Benjamin C. Adams is the Chief Financial Officer at Kepro.

As a seasoned healthcare executive of over 25 years, Ben brings extensive experience in the healthcare technology and healthcare service sectors to Kepro. In his role, Ben is responsible for leading all aspects of the finance organization and strategic M&A.

Prior to joining Kepro, he served as Executive Vice President and Chief Financial Officer of RxSense, LLC, a leading healthcare technology company providing direct to consumer pharmacy discount programs under the SingleCare brand and B2B Enterprise Platform Solutions to a broad range of pharmacy benefit providers under the RxAgile and RxIQ brands.

Prior to his role at RxSense, Ben was a senior health care investment banker at Nomura Securities, BMO Capital Markets, Barclay’s Capital, and Bear Stearns.

Ben has a B.A. in Economics from Tufts University and an M.B.A. in Finance with Honors from Columbia Business School.

Meghan Harris is the Chief Operating Officer at Kepro.

As a 20-year Kepro leader, Meghan brings a wealth of healthcare quality improvement and strategic experience. In her role, Meghan oversees all of public and commercial operations, solution development and quality, and contractual implementations. 

Meghan’s healthcare leadership and strong statistical background drives operational outcomes to achieve organizational goals and objectives. She’s been instrumental in the design and development of customer-centric, focused solutions tailored to the specific business needs of Kepro’s clients. In addition, Meghan’s guidance has delivered innovative approaches that have streamlined Kepro’s business and created effective operational efficiencies enhancing the delivery of services and solutions.  

As Kepro has expanded and changed, so has Meghan’s roles and strategic influence. Her guidance throughout her career has helped to transition the organization from primarily a quality improvement organization into an expansion of Kepro’s work, and a period of growth in the federal and commercial space. 

Meghan earned her bachelor of science degree in mathematics from Malone College and her master of science degree in statistics from the University of Akron.  

Melissa Leigh

Melissa Leigh is the Chief Legal Officer at Kepro.

With more than 20 years of experience in the healthcare, technology and government sectors, Melissa brings a wealth of industry knowledge in relation to guidance on legal matters and strategic business objectives. 

In her role, Melissa provides guidance to the business on matters including governance, M&A, litigation, commercial, regulatory and employment matters. She also works cross-functionally with leaders across the enterprise to provide counsel on risk management and contracting strategies that lead to optimal business performance, compliance and client success.  

Prior to joining Kepro, Melissa worked for Intermedix Corporation for over five years where she held various leadership positions. At Intermedix, Melissa led complex diligence and acquisition activities and refocused in-house legal workflows to optimize internal efficiencies and reduce external legal spending. She was also responsible for the realignment of compliance resources across the enterprise to assure availability of resources to high-growth and high-risk business functions, as well as, assembled a multi-disciplinary team to deploy first all-hazards risk assessments, business continuity and risk communication framework. 

In July 2018, Melissa was named Female Health IT Leaders to Know by Becker’s Hospital Review. She graduated from Pace University School of Law where she received her Juris Doctor and Certificate in Environmental Law magna cum laude. She also holds a bachelor’s degree from Colgate University and a master’s degree from New York University. 

In addition to her professional career, Melissa enjoys cycling, trail running, indoor rock climbing and reading.  

Jay Toth

Jay Toth is the Chief Growth Officer at Kepro.

Jay is a customer focused, innovative healthcare sales leader with over 25 years of experience delivering bold, transformative solutions to enterprise and government customers, designing and executing sales strategies, and attracting and developing top talent.

In his role, Jay is responsible for Kepro’s overall growth strategy in the State & Local government as well as Federal market space. Jay is focused on orchestrating the combined power of Kepro’s sales, marketing, government relations and corporate communications teams to further expand Kepro’s position as the market leader in enhancing clinical outcomes and providing coordinated, efficient, high quality care for vulnerable populations.

Prior to joining Kepro, Jay spent 17 years at Microsoft Corporation including leading Microsoft’s Health & Human Services strategy for state and local Governments. Jay was intimately involved with defining and executing Microsoft’s go to market solutions for Child Welfare, Child Support, COVID Testing/Tracking/Tracing, supplemental nutrition and other large, coordinated care programs.

Jay graduated from the University of Virginia with a bachelor of science degree in Mechanical Engineering.

Dr. Sherrie Crittle

Chief Human Resources Officer

Dr. Sherrie Crittle is the Chief Human Resources Officer at Kepro.

In this role, Sherrie manages all aspects of our human resources functions, including employee relations, compensation, benefits, recruiting, clinical credentialing, and HR operational systems. Sherrie also works closely with senior leaders to advance the company culture at Kepro.

Sherrie brings more than 25 years of Human Resource Information System (HRIS) experience to the role focusing on healthcare and the public sector. 

Before her current role, Sherrie served as Vice President of Human Resources for Centerpointe Behavioral Health Systems, a leader in mental health and addiction treatment services that provide a total quality healthcare continuum.

Sherrie also served as the Chief Human Resources Officer for Tennessee Orthopaedic Alliance, the largest orthopedic surgery group in Nashville and Middle Tennessee.

She holds a Master's degree in Healthcare and a Doctorate in Healthcare Administration, both from Central Michigan University. She also obtained her Bachelor of Science degree in Computer Science from the University of Tennessee.

Joe Swartz

Joe Swartz

Chief Information Officer

Joe Swartz is the Chief Information Officer at Kepro. 

In this role, Joe is responsible for the overall strategy and direction for all Information Technology (IT) systems for Kepro. These systems include network infrastructure, telecommunications, software development and support, database administration, healthcare intelligence, and IT systems security.  

Prior to his current role, Joe served as Kepro’s Senior Vice President of IT Services and Vice President of IT Application Services where he managed all custom application development. In other roles, Joe was responsible for Kepro’s IT infrastructure and security and lead all aspects of local and wide-area networks, telecommunications and security. 

Over his thirty-year tenure at Kepro, he has planned and managed the IT budget, consolidated IT infrastructure, strengthened disaster recovery and business continuity posture, successfully led the transition to cloud services and has supported the organization’s growth over the years.  

Joe holds a bachelor’s degree in Information Systems from the University of Phoenix and a master’s degree in Leadership and Information Technology from Duquesne University. Additionally, Joe obtained an Information Technology Infrastructure Library (ITIL) Foundation certification.

Sean Harrison is the Chief Product Officer at Kepro. ­

Sean joined Kepro in January 2020 leading Product Development and has over 25 years of healthcare and technology experience, working with Fortune 500 companies, early stage health technology ventures and healthcare non-profits.

Prior to joining Kepro, Sean served as CEO at WizeView, a Machine Leaning startup automating delivery of home and community-based services. He also has served as COO of C3 HealthcareRx, a technology enabled services company providing in-home medication management and personalized pharmacy services.

Sean graduated from the University of Maryland with a Bachelor of Science degree in Computer Science and from Duke University with his M.B.A.

Susan Baker is the Senior Vice President of Care Management at Kepro.

Susan is an experienced healthcare leader with over 20 years of experience managing and delivering healthcare services across a broad continuum of employee health and wellness programs as well as health, condition, quality management services within State/Medicaid programs.

In her role, Susan is responsible for operations and program oversight for utilization management, case management, employee assistance, absence management, and pharmacy services, covering over 10 million members through this suite of products. 

Susan’s primary expertise lies in the areas of operations, program management, service delivery, product management, business development and account/client management.  

Prior to joining Kepro she held senior leadership positions at APS Healthcare/Universal American as the role of Vice President Operations, Executive Director and Assistant Vice President Operations. In addition, she held the position as Senior Account Executive at Optum.

Susan graduated with a bachelor of science degree in Children and Family Studies from Michigan State University and holds a master’s degree in Social Work from the University of Maryland. Additionally, she is a Certified Employee Assistance Professional and Licensed Social Worker within the State of Maryland.

Michelle Marks is the Senior Vice President of Assessments and Clinical Eligibility at Kepro.

Michelle is a seasoned healthcare executive specializing in delivery management across multiple service lines with specialized experience in Governmental markets. In her role, she is responsible for the strategic development, implementation and operations of State contract plans.   

Prior to joining Kepro, Michelle was the US Delivery Executive at Cognizant Technology Solutions, Inc. where she was responsible for driving and leading the North American client base to identify opportunities for growth, expansion and end-to-end operational guidance for Government Healthcare Programs.  She also previously held the role of Corporate Vice President-Operations for WellCare Health Plans leading teams across the country in operational excellence, and strategic direction.

With over 20 years of significant achievements and experience in healthcare, her role drives transformative business solutions and provides thought leadership insight into digital transformations and overall end-to-end healthcare operations.  

Michelle holds a Bachelor of Science degree in Health Information Management from the Medical College of Georgia and a Master of Science Management degree from National Louis University.  

Gayle Smith

Gayle Smith is the Senior Vice President of Quality Oversight at Kepro.

With more than 40 years of leadership in the healthcare industry, Gayle Smith has a successful record of establishing health system networks, recruiting physicians and working collaboratively with government and health system agencies.  

In her role, Gayle is responsible for overseeing multiple programs to include BFCC, HRSA and TRICARE federal contracts. She also leads the expansion of the company’s federal market share. During her previous roles at Kepro, she managed the Ohio Quality Improvement Organization (QIO) during the 6th through the 10th Statements of Work (SOW) and CMS’ Beneficiary and Family Centered Care QIO (BFCC-QIO) program for the 11th and 12th SOW.  

Before joining Kepro, Gayle was the Vice President of Outreach and Vice President Operations at Aultman Health Foundation. In these roles, she established a network of five acute care facilities, spearheaded the implementation of a joint venture network consisting of a $2.5 million medical office building and a $1.5 million radiation center and directed the management, planning and accountability for clinical departments, managers and employees.  

Gayle received her bachelor of science degree in nursing and master’s degree in business administration from Ashland University.

Susan Norris, PhD is the Senior Vice President of Client Development at Kepro.

Susan brings comprehensive experience in behavioral healthcare with a specialty in leading direct operational and business development services. She has more than 20 years of experience in leadership roles in commercial, Medicare and Medicaid programs – including playing a key role in organizations’ growth and development.

Susan previously served for more than 12 years as Vice President and later President & CEO of a national managed behavioral health organization, MHNet, through its acquisition by Coventry Health Care. She was also the Chief Clinical Officer of InfoMC, guiding the clinical direction and business development for its integrated physical and behavioral healthcare management platform.

Susan holds a PhD in Clinical Psychology and a Masters degree in Counseling and Human Development.

Susan Baker is the Senior Vice President of Care Management at Kepro.

Senior Vice President, Client Development

Susan Norris, PhD is the Senior Vice President of Client Development at Kepro.

Susan brings comprehensive experience in behavioral healthcare with a specialty in leading direct operational and business development services. She has more than 20 years of experience in leadership roles in commercial, Medicare and Medicaid programs – including playing a key role in organizations’ growth and development.

Susan previously served for more than 12 years as Vice President and later President & CEO of a national managed behavioral health organization, MHNet, through its acquisition by Coventry Health Care. She was also the Chief Clinical Officer of InfoMC, guiding the clinical direction and business development for its integrated physical and behavioral healthcare management platform.

Susan holds a PhD in Clinical Psychology and a Masters degree in Counseling and Human Development.
